Connecticut's EPFP serves Fellows from a variety of school districts, regional service centers, and the CT State Department of Education. The program is housed at Area Cooperative Educational Services (ACES), in Hamden, CT. This year's theme is built around leadership development and public policy analysis, development and implementation. Emphasis is placed on developing those skills and strategies essential for initiating and sustaining viable improvement efforts at the local and state levels. Topics explored include: 1) Leading in a Culture of Change, 2) Diversity and Multiculturalism, 3) The Teacher Shortage: Recruitment, Selection, and Retention, 4) Technology and its Integration, 5) What Leaders Need to Know When Dealing with the Media and 6) Educational Initiatives: The Connecticut Perspective. The program meets on a monthly schedule between October and May. Distinguished leaders from varied fields, both public and private, address and interact with fellows in six in-state seminars. Each seminar lasts for two and a half hours and a light dinner meal is served.

During his 15 years of educational service, Patrick Flynn has worked as a teacher, teacher leader, curriculum director and executive program director in K-12 settings in over ten different states. His work with high schools in five different states has led to a wealth of knowledge and experience in helping schools define organizational structures and quality classroom instruction for improved and sustained student achievement. Patrick specializes in the development and delivery of high quality professional development for teachers, principals and district office personnel and has generated hundreds of hours of training delivered on a local, state, and national level on numerous educational topics. He has sat on committee and advisory boards for the development of educational leadership programs helping to define leadership training for both a national level service provider and three state level service organizations. He has also served as a principal leadership coach providing one-one support services to principals and district personnel. His work with classroom teachers includes the creation of a unit development process to ensure quality teaching and learning, curriculum alignment documents to support standards driven classrooms, and curriculum-based supervision programs designed to promote excellence in teaching. Patrick is also a proud husband and father.

Joanne Manginelli has been an educator for over 25 years. She earned a B.S. in Music Education from the University of Bridgeport, and a M.S. in Early Childhood Education, as well as a Sixth Year in Educational Leadership from SCSU. She is currently an Education Specialist for ACES, a Regional Education Service Center located in Hamden, CT. She supports numerous districts and schools in the areas of long-term strategic planning, school improvement, and implementing change to increase student achievement. In addition to her work with Central Office Administrators and Principals, she is the Project Director of two Federal Teaching American History grants totaling over two-million dollars.
