The Michigan EPFP was established in 1975 as one of the national program's initial state in-service sites. The Michigan EPFP has evolved to annually serve a diverse mix of individuals and organizations. Fellows represent many different organizations, including school systems; government education and human service agencies; statewide associations; and private sector organizations. The Fellows are geographically dispersed and meet monthly for seminars, presentations, workshops, interactive learning, and leadership development activities. Seminar speakers include EPFP Alumni, elected officials, agency heads and staff, leaders from special interest and advocacy groups, academic experts, and other policy and corporate leaders. The program gives Fellows a forum for exploring a broad array of public policy issues, links to key figures who shape and influence the policy process, and access to new leadership skills. The Internet and the Web are used extensively to share ideas and information which support the Michigan EPFP learning community. An annual Alumni Seminar is held to encourage networking among the 800 graduates of the program. The Michigan site is affiliated with The Education Policy Center at Michigan State University. Dan Schultz currently serves as Senior Development and Policy Advisor for the Michigan Virtual University and as a consultant for the College of Education at Michigan State University (MSU). Dan has extensive professional experience in the areas of public policy, online learning and leadership development at the state and national levels. For over 20 years he worked in state government in Michigan where he was Assistant State Superintendent and Director of Technology and Grants for the Department of Education. He coordinated state and federal grant programs for the State Board of Education and provided leadership for the Department's technology initiatives. Dan’s public policy experience includes service as an elected Michigan school board member. His international experience includes leadership roles in MSU-sponsored study tours to China and policy presentations for Chinese education leaders. Since 1981 Dan has been co-coordinator of the Michigan EPFP, a multi-state leadership development program affiliated with the Institute for Educational Leadership in Washington DC. He is the recipient of the National Leadership Award from the Institute for Educational Leadership and the Distinguished Alumni Award from the College of Education at MSU.

Jacquelyn Thompson, Director of Special Education and Early Intervention Services at the Michigan Department of Education holds a PhD in Family and Child Ecology and Education Administration form Michigan State University. She was formerly a Speech Therapist in the New York, Wisconsin and Michigan public school systems; an early childhood educator and the Coordinator of Early Childhood Programs at the Michigan Department of Education. She was responsible for the development and implementation of Early On Michigan, the infant and toddler early intervention system under Part H/ Part C of the Individuals with Disabilities Act. Her doctoral dissertation focused on issues in early intervention systems for young children with disabilities and their families in Michigan. Her current involvement in systems reform is focused on reform in special education and in policy alignment for early childhood care and education systems in Michigan. Jacque has been the Director of the Office of Special Education and Early Intervention Services since 1997. She participated in the 1992-93 class of the Michigan EPFP.
