Early Care and Education

Research is clear that early care and education is crucial to children’s long-term success. Yet our nation continues to under-invest in this arena. Moreover, existing programs operate in a fragmented manner and are often not well integrated with elementary schools. The Obama Administration has made significant investments in this area through the stimulus package, and has proposed significant increases for FY 2011 in funding for child care assistance programs and Head Start and Early Head Start. In addition, through new Early Childhood Advisory Councils, to be funded in every state, and proposed competitive Early Learning Challenge Grants, states will have new and real opportunities to increase access to high quality programs for low-income families with children birth to five.

Adele Robinson, Associate Executive Director of the Education Division of the National Association for the Education of Young Children (NAEYC), and Danielle Ewen, Director of Child Care and Early Education Policy for the Center for Law and Social Policy (CLASP), will discuss these developments and guide participants in considering the question: How does our nation build an effective system of early care and education?
