The Washington, DC, EPFP provides unparalleled opportunities for Fellows to develop leadership skills and an understanding of public policy. The program capitalizes on the area's wealth of resources, including an extensive DC metropolitan alumni network of over 950 professionals, as well as the talented Fellows who participate in the program each year. Three areas of professional development are stressed: leadership development from personal and theoretical perspectives, understanding of policy issues and processes, and development of productive networks and relationships across a range of organizations. A weekend opening retreat in early October introduces Fellows to the program’s substance and begins the process of team-building. Fellows meet thereafter through May for biweekly evening meetings and quarterly extended sessions that provide opportunities for deeper study of significant policy and leadership issues. Seminars, site visits, book club discussions, and a leadership case study engage Fellows in studying topics of current and perennial interest, including issues of national concern and the more immediate challenges to policymakers and service in a metropolitan, cross-jurisdictional area. The spring Annapolis Study Tour enables Fellows to explore the dynamics of state-level policymaking. The Executive Development Program provides individualized insight into Fellows' leadership and social styles and presents feedback on their strengths and areas for development. The DC EPFP program is sponsored and supported by the Institute for Educational Leadership (IEL).

Jackie Boddie, Ed.D., manages a portfolio that includes 26 of the 99 charter schools authorized by the D.C. Public Charter School Board in Washington, DC. Prior to joining the Charter Board, she was a secondary school English teacher, high school vice principal, K-12 regional instructional supervisor and middle school principal in Prince George’s and Charles County, Maryland.
In the role of principal, the Maryland State Department of Education recognized her for increasing student achievement. Maryland State Senator, Gloria Lawlah, formally recognized her extraordinary educational leadership and the Prince George’s County Council of PTAs gave her the Principal of Excellence Award.
Jackie received her Bachelor of Science degree in English from Minot State University, North Dakota, and her Master’s in the Science of Teaching from Drake University, Iowa. After receiving her doctorate from Virginia Polytechnic and State University in Curriculum and Instruction, she studied at the Harvard University Principals’ Center where she focused on educational leadership: to benefit students, administrators, communities, and district-wide educational systems by improving teaching and learning at all levels. Jackie has taught classes in curriculum and instruction at Old Dominion University and educational leadership at Trinity (Washington, DC) University.
What inspires Jackie in her work is empowering people to promote justice and social change through social networking, gathering information, learning and authentic communication.

Monique Felder, Ph.D. is the elementary program supervisor for the Division of Accelerated and Enriched Instruction with Montgomery County Public Schools, which is the largest school district in Maryland. Dr. Felder supervises instructional specialists and coordinates and supports the accelerated and enriched instruction / Gifted and Talented programs and services in Grades K-5 as well as supports teacher professional development to ensure rigorous programs and services for students.
Prior to her current position, Dr. Felder was a principal and assistant principal and a classroom teacher. Felder was responsible for administering and supervising the total school program and for providing educational leadership for approximately 600 students and 75 staff members consistent with the educational goals of the community. She established a climate conducive to learning, planned and coordinated programs, and forged successful school-community partnerships. Under her leadership as principal, her school was recognized the 2004-2005 Exemplary Reading Program Award from the International Reading Association; was a finalist in for the School Change Award sponsored by Fordham University and JP Morgan Foundation; was recognized by the Maryland State Department of Education for increasing student achievement; and, received two Governor’s Citations from the former governor of the State of Maryland in recognition for its commitment to education.
Dr. Felder earned a bachelor’s degree in education with a specialization in early childhood education from York College; a master’s degree in Education with a specialization in elementary science and math from The Johns Hopkins University and a Ph.D. in educational leadership and policy studies from Virginia Tech.
